- <p> TEMPORARY INSANITY. The annual economic summit of the seven
- industrialized nations is being held in the U.S. next month,
- and George Bush arranged for it to take place in his adopted
- hometown of Houston. Local officials, working with the Secret
- Service, are now taking steps to protect world leaders from
- crazies in the Lone Star state. Harris County Commissioners
- have allocated $16,400 to purchase stun guns, leg restraints
- and belly chains. The funds will also support the Secret Service
- request for round-the-clock processing of mental-commitment
- warrants in order to lock up threatmakers in psychiatric
- hospitals.
