  17. <p>     TEMPORARY INSANITY. The annual economic summit of the seven
  18. industrialized nations is being held in the U.S. next month,
  19. and George Bush arranged for it to take place in his adopted
  20. hometown of Houston. Local officials, working with the Secret
  21. Service, are now taking steps to protect world leaders from
  22. crazies in the Lone Star state. Harris County Commissioners
  23. have allocated $16,400 to purchase stun guns, leg restraints
  24. and belly chains. The funds will also support the Secret Service
  25. request for round-the-clock processing of mental-commitment
  26. warrants in order to lock up threatmakers in psychiatric
  27. hospitals.
